The Collapse of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the current period. By day, political struggles are conducted: hopeful statements are released from various governments. Significant resources is expended on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity afforded by timely intelligence. From vantage locations, military aircraft that had been dispatched to engage hostile cruise missiles roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's missile defense activated: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly becomes sober acceptance: maybe the approaching threat won't strike its target this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Soon after, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a defensive team – probably allied-provided weaponry. Regrettably, the bullets missed the hostile drone – it continued its flight toward its objective.

With pauses, this continued until dawn. Kyiv awoke to the morning news: several casualties, destruction and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a reliance that European nations are clearly incapable to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new approach from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This cycle will, no doubt, endure.

Strategic Calculations

It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership works based on a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is unfeasible to pressure the Kremlin to surrender the land that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does nothing to deter Moscow, through diplomacy or military means, from believing that the current condition will not change more in its favour in the months ahead.

Opposing Positions

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a total frontline collapse until situations evolve in its favour.

Present Conditions

Factually, there are no real preconditions for a truce. Now, personal considerations are coming into play: personal goals to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
